The Support Vocational Education and Training (VET) and Skills Development Program provides funding for VET projects that follow an opportunity-driven approach, responding to concrete employment opportunities arising from EU investments, trade, (regional) value chain developments and other market dynamics in specific Global Gateway priority areas.

Aims

  • The purpose of the Call for Proposals (CfP) is to fund the implementation of (regional) VET interventions that respond to concrete employment opportunities arising from (EU) investments, trade, (regional) value chain developments and other market dynamics under the Global Gateway (GG). The proposed VET- interventions funded by the CfP must be aligned with the core principle of reverse-engineered VET by identifying concrete employment potential as starting point for targeted VET Intervention.

Funding Information

  • The total volume of the project proposals must be between 1 to 2 million EUR.

Duration

  • Funded projects will be implemented during a timeframe of up to 24 months

Final Beneficiaries

  • Final beneficiaries of the interventions financed by the CfP are:
    • The working-age population (with particular attention to women, youth between 18 and 35 and disadvantaged groups) of relevant countries in Sub-Saharan Africa who benefit from skills and/ or VET development offers linked to European Investment, notably the GG, and therefore to concrete and decent employment opportunities.
    • Companies operating locally and that are involved in the selected value chains and/ or the sectors of the GG, therefore benefitting from the availability of a skilled labour force.

Eligibility Criteria

  • They encourage applications from individual organisations as well as from organisations that plan to implement the project in a consortium with other stakeholders.
    In case of a consortium, only one organisation (lead organisation) is allowed to apply per project proposal on the consortium’s behalf as potential contractual partner.
  • One organisation may submit multiple proposals and be awarded more than one grant, as lead organisation, consortium member or individual organisation.
  • Adequate proof of each criterion must be submitted with the application.
    • Private sector networks (business organisations, associations), private sector companies, foundations, governmental organisations, non-governmental organisations, civil society organisations, public and private VET providers, regional and international organisations
    • Legal personality either in
      • a member state of the European Union (EU) or
      • Iceland, Liechtenstein, Norway, Switzerland, United Kingdom or 
      • in an eligible country in Sub-Saharan Africa (SSA) 
    • The funded purpose of the project must be for the public benefit and within GIZ’s corporate purpose, which aims to promote international cooperation for sustainable development and international education work. In this case, the following legal persons are eligible:
      • Legal Persons under public law.
      • Non-German private organisations that are not subject to limited tax liability in Germany if they have registered headquarters in the EU/ EEA, Switzerland, United Kingdom or in an eligible country in SSA.
      • Non-German organisations (public or private) that are subject to limited tax liability in Germany and have registered headquarters in Switzerland, the United Kingdom or in an eligible country in SAA.
      • Non-German private organisations that are subject to limited tax liability in Germany and have registered headquarters in the EU/ EEA and are recognised as a non-profit organisation by the German tax authorities. (Please note: a current certificate proving such status issued by the responsible tax authority must be submitted).
      • German private organisations (i.e., private organisations whose management or registered headquarters are in Germany) must have non-profit status. (Please note: a current certificate proving such status issued by the responsible tax authority must be submitted.
